Q2 Performance Measurement and Management Results

At ECHO, every quarter gives us the opportunity to measure our progress, learn from our data, and strengthen the way we serve people experiencing a housing crisis. Through our Performance Measurement and Management (PMM) framework, we track key indicators that help ensure our services remain effective, efficient, and centered on the people we serve.

Each quarter, we ask ourselves important questions:

  • Are we helping households build long-term stability?
  • Are we moving people into permanent housing as quickly as possible?
  • Are our services delivered with dignity and respect?
  • Are we engaging our community and operating responsibly?

Here’s what we learned from Quarter 2 of 2026.

Results for Persons Served

Quarter 2 continued to demonstrate positive outcomes for households working toward long-term housing stability.

  • 34% of households increased their income. While this falls just below our 35% target, it remains consistent with our strong Quarter 1 performance and reflects the continued efforts of staff to connect participants with employment and income opportunities.
  • 37% of households gained or maintained non-cash benefits, such as SNAP or SSI. Although this remains slightly below our 40% goal, the consistency between the first two quarters suggests a stable foundation while also highlighting an opportunity to strengthen benefit enrollment and retention strategies.

Together, these measures show that many households are making meaningful progress toward greater financial stability as they work to maintain permanent housing.

Efficiency and Access

Quarter 2 brought continued success in helping households move into permanent housing while also improving the speed at which that happens.

  • 123 households moved into permanent housing, exceeding our quarterly goal of 100 for the second consecutive quarter.
  • The average time from enrollment to move-in decreased to 44 days, meeting our target of fewer than 45 days after averaging 51 days in Quarter 1.

This improvement reflects ongoing efforts to streamline processes and reduce barriers so households can access permanent housing more quickly.

Client & Stakeholder Experience

The experience of the people we serve remains one of ECHO’s highest priorities.

  • 100% of surveyed clients reported being treated with dignity and respect, maintaining the exceptional results achieved during Quarter 1 and reinforcing our commitment to person-centered care.

Stakeholder surveys will be conducted later in the year, and we look forward to hearing from our community partners and supporters about their experiences working with ECHO.

Organizational Priorities

Quarter 2 also demonstrated continued progress in strengthening community engagement and organizational resilience.

  • ECHO welcomed 114 new Facebook followers, more than doubling our quarterly goal of 50 new followers. While growth was naturally lower than the exceptional increase seen in Quarter 1, community engagement remains strong as more people connect with ECHO’s mission.
  • Our simulated phishing email failure rate improved from 4.64% in Quarter 1 to 3.45% in Quarter 2, continuing to outperform our internal benchmark of less than 5%. This steady improvement reflects increased cybersecurity awareness and reinforces our commitment to protecting sensitive client information.

Looking Ahead

As we reach the midpoint of 2026, the data shows encouraging momentum. Housing placements remain strong, households continue making progress toward financial stability, move-in timelines have improved, and client satisfaction remains exceptionally high.

Our performance measures do more than track numbers. They help us identify what’s working, recognize opportunities for improvement, and ensure we continue providing high-quality services to people experiencing housing crises.
